Japanese Thunder child.

He was so noisy when he was born the Gods would carry him up and down a ladder to try to put him to sleep. This explains approaching and receding thunder.

When he grew up he became even noisier and unfortunately too big for the Gods to be lugging around. You'll just have to deal with it.
